Aussie Tech: India Joins US Secure Supply Chain Push

India has officially joined a significant U.S.-led initiative aimed at bolstering technological collaboration among strategic allies. This move, announced on Friday, highlights the strengthening diplomatic and economic ties between India and the United States, particularly after a period of mild tension stemming from India’s continued procurement of discounted Russian oil.

The decision to integrate India into this framework, known as Pax Silica, aligns New Delhi closely with Washington’s broader strategy to cultivate secure and resilient supply chains for critical technologies. This includes semiconductors and advanced manufacturing, a crucial objective amid escalating geopolitical competition with China. Furthermore, India’s participation signals a recalibration of relations, effectively easing past friction points related to energy trade and tariffs.

Pax Silica: A Framework for Technological Sovereignty

Pax Silica is designed to foster enhanced cooperation among its member nations in several key areas:

  • Semiconductor Design and Fabrication: The initiative seeks to promote joint efforts in the design and manufacturing processes for semiconductors, a vital component in modern technology.
  • Research and Development: Collaboration will extend to cutting-edge research, aiming to accelerate innovation and development in critical technological fields.
  • Supply Chain Resilience: A primary objective is to reduce reliance on manufacturing hubs that are heavily dominated by China. This involves building robust and diversified supply chains that are less susceptible to geopolitical disruptions.
  • Trusted Production Networks: Pax Silica aims to cultivate and strengthen production networks comprised of democracies and strategic allies, ensuring the integrity and security of technological outputs.

Other nations that have already become part of the Pax Silica framework include established technological powers such as Japan, South Korea, the United Kingdom, and Israel.

Diplomatic Affirmation and Strategic Significance

The U.S. Ambassador, Sergio Gor, emphasised the strategic importance of India’s inclusion. In a speech delivered prior to the official agreement signing, he stated, “Pax Silica will be a group of nations that believe technology should empower free people and free markets. India’s entry into Pax Silica isn’t just symbolic. Its strategic, its essential.”

This development occurred in New Delhi, coinciding with an artificial intelligence summit. It arrives just weeks after India and the U.S. successfully negotiated an interim trade framework. This agreement aims to reduce tariffs and grant expanded market access for both nations, thereby alleviating tensions that had previously threatened to impede bilateral momentum.

Earlier this month, President Donald Trump announced a significant reduction in reciprocal import tariffs on India. The U.S. committed to lowering tariffs from 25% to 18% and also agreed to remove an additional 25% levy that had been imposed on Indian goods due to New Delhi’s continued purchase of Russian crude oil. This concession was made following an agreement with Indian Prime Minister Narendra Modi to eventually cease these purchases.

India had substantially increased its imports of Russian oil following Moscow’s invasion of Ukraine in 2022. This decision drew criticism from Western partners, although India defended its actions as a necessary measure to manage inflation and protect its consumers.

A Convergence of Interests: Trade, Technology, and Security

India’s entry into Pax Silica, coupled with the recent trade concessions, signifies a strategic convergence that extends far beyond mere commercial interests. It represents a deepening commitment to long-term cooperation in technology and security, solidifying India’s position as a pivotal partner for the U.S. in the Indo-Pacific region.

Ambassador Gor further elaborated on the potential for bilateral collaboration, stating, “From the trade deal to Pax Silica to defense cooperation, the potential for our two nations to work together is truly limitless.” This sentiment underscores the multifaceted nature of the revitalised partnership, encompassing economic, technological, and defence dimensions. The initiative is poised to create a more resilient and secure global technology landscape, with India playing an integral role in shaping its future.
