Health Experts Warn of Nicotine Pouches’ Risks
Health experts in Australia have raised serious concerns about the growing availability of nicotine pouches, urging the government to take immediate action to prevent a potential public health crisis. These concerns are similar to those seen during the vaping epidemic, which has already had significant impacts on public health.
In a recent submission to the Therapeutics Goods Administration (TGA), the Australian Medical Association (AMA) has called for stronger regulations to address the current gaps in oversight. The AMA is specifically asking the Albanese Government to close loopholes that allow unapproved nicotine products to enter the market. This move comes as a response to the increasing presence of these products online, which are often marketed with appealing branding that targets younger audiences.
A Growing Concern
Federal AMA vice president, associate professor Julian Rait, has warned that if no action is taken soon, nicotine pouches could become deeply embedded in Australian society. He highlighted that these products are being sold online with very little friction, despite not having any approved therapeutic indication in Australia.
Currently, there are no approved nicotine pouches listed on the Australian Register of Therapeutic Goods (ARTG). This lack of regulation raises serious questions about the safety and quality of the products being sold.

Mr Rait pointed to a non-industry study that found some nicotine pouches contain up to 150mg of nicotine. He explained that a 30mg pouch is comparable to one cigarette in terms of nicotine content. However, the health risks associated with these products are significant.
Health Risks and Side Effects
The use of nicotine pouches has been linked to several negative health effects, including mouth and gum irritation, upset stomachs, nausea, and high blood pressure. These side effects can be particularly concerning for young people who may not fully understand the long-term consequences of using such products.
The AMA has also expressed concern about the rapid growth of online promotion and sales of nicotine pouches. They note that the increasing use of synthetic nicotine is exposing weaknesses in the current regulatory framework and enforcement mechanisms.
Calls for Stronger Regulations
Without stronger, technology-neutral rules and consistent national enforcement, suppliers will continue to exploit the existing grey areas in the market. The AMA has proposed several measures to address this issue, including:
- Effective online compliance and take-down processes
- Clear and consistent health warnings
- Child-resistant packaging
- Better monitoring of adverse events and poisoning presentations to inform ongoing regulatory action
These changes would create uniform national rules for nicotine pouches, making it easier for state and territory governments to manage the issue. Currently, different jurisdictions are using various inconsistent approaches to deal with this new product.

“While some jurisdictions have acted — such as South Australia and Queensland under their tobacco legislation — others have not,” Mr Rait said. “Action at the federal government level will help harmonise expectations, improve inter-jurisdictional consistency, and strengthen the overall enforcement environment.”
