Penrith Panthers Face Major Roster Changes as Brian To’o Looks to Leave

The Penrith Panthers are reportedly preparing for the loss of one of their key players, representative winger Brian To’o. It seems that To’o is set to leave the club at the end of 2027, marking a potential shift in the team’s future. As part of a group of Panthers stars who will be off contract in 2028, To’o joins Nathan Cleary, Isaah Yeo, Liam Martin, Mitch Kenny, and Paul Alamoti.

Coach Ivan Cleary has already announced his decision to step down at the end of 2027, while several other players have expressed openness to exploring free agency. According to recent reports, To’o has informed his representatives that he will not be re-signing with the Panthers beyond 2027.

The Panthers appear to be “resigned to losing” To’o, with sources linked to the winger confirming that he will not extend his contract past the end of the 2027 season. The 27-year-old has had a successful career with the Panthers, winning four premierships in 144 games, as well as representing NSW in 15 State of Origin matches and playing 11 Tests for Samoa.

To’o currently earns $625,000 per year with the Panthers and has consistently chosen to accept lower pay to remain with the club, rather than seek higher wages at rival teams. However, this may change, with the PNG Chiefs being in a strong position to sign him.

Jarome Luai, To’o’s close friend and former teammate, has already signed with the PNG for 2028. The prospect of tax-free income could prove too tempting for To’o to ignore. The two were best men at each other’s weddings and have maintained a strong friendship since their days together at the Panthers.

Nathan Cleary, son of the outgoing coach, has stated that his father’s decision to step down will not influence his own future plans. “It doesn’t change my position,” he said. “I’m still not ready to make that decision yet and that won’t change over the next six-to-eight-week period. It’s pretty hectic as it is.”

He added, “It’s obviously been big news, but it hasn’t changed my position. I can guarantee nothing will happen over the next little period.” Nathan also predicted that the appointment of Peter Wallace as the new coach would be a significant incentive for players to re-sign with the club.

As the Panthers look ahead to the 2028 season, the potential departure of To’o and other key players signals a period of major change for the team.
