The attorneys-general of New York and New Jersey have announced they will investigate rising ticket prices and allegations of misleading seat locations for the upcoming 2026 FIFA World Cup tournament. This move comes as concerns grow over how tickets are being sold and managed by the international football governing body.

In a joint statement, New Jersey Attorney General Jennifer Davenport and New York Attorney General Letitia James revealed that they had issued subpoenas to FIFA, requesting detailed information about the organization’s ticket practices. The investigation focuses on how tickets were priced and assigned for the eight games set to be hosted in New Jersey during the tournament.

The 2026 FIFA World Cup is scheduled to take place across North America, with the final match among the eight games being held in New Jersey. The attorneys-general have asked FIFA to explain how it determined the pricing and selection of seats for fans at all these events. This follows reports from ticket-buyers who claim they were misled about the location of their seats.

Allegations of Misleading Seat Assignments

According to the joint statement, there have been allegations that FIFA changed the “category” of tickets after they were purchased, altering seat map divisions and creating new zones for more in-demand seats after some tickets had already been sold. In some cases, fans reported that their seat categories were changed, moving them further back from the field than initially expected.

This has led to accusations that FIFA is using a strategy known as “fake scarcity,” where limited availability is artificially created to drive up prices. The investigation will also examine whether FIFA’s use of variable pricing has caused ticket costs to soar. Fans have reported seeing tickets offered for over $1,000 in certain instances, which is significantly higher than previous World Cup events.

One specific example highlighted in the statement was a match between the United States and Paraguay, where tickets were priced at $4,105. This has raised serious concerns about the fairness and transparency of the ticketing process.

Letitia James emphasized that no one should be manipulated into paying sky-high prices for seats, and fans should be able to trust that the tickets they purchase will be the ones they receive. Jennifer Davenport criticized FIFA for turning the experience of buying a ticket to the World Cup into a “gauntlet of confusion, fake scarcity, and impossibly high prices.”

FIFA has previously defended its pricing strategies, citing high public demand as the reason for the increased costs. However, this latest investigation may force the organization to re-evaluate its approach to ticket sales and ensure greater transparency for fans.

Broader Issues Surrounding the Tournament

The upcoming competition has faced several challenges beyond ticket pricing. There have been accusations that a transit company in New Jersey increased train ticket prices on game days to over $100 for journeys that normally cost around $10. This has added to the growing list of controversies surrounding the event.

FIFA has not yet commented on the latest investigation, according to Reuters. However, speaking last year, the World Cup’s chief operating officer, Heimo Schirgi, stated that ticket sales are a crucial revenue stream for the organization. He emphasized that FIFA aims to provide funding, opportunities, and growth for football across all 211 member associations.

“And as part of that mission, which we take very seriously, we’re looking at optimising the revenue, but also optimising attendance in the stadium, right? So, it’s always a balance between different factors.”
