Health Infrastructure Minister John Carey has addressed the significant increase in costs for a mental health expansion project at Fremantle Hospital, which has now risen to $88 million from an initial estimate of $63 million. The minister attributed the cost blowout to rising construction expenses and the unexpected discovery of asbestos on the site.

The expansion project began in January 2024, with the government initially stating that the redevelopment would cost $63 million. However, during the announcement of the new 24/7 mental health crisis centre on Tuesday, it was revealed that the total cost had surpassed $88 million.

Carey explained that the project had encountered several challenges, including the presence of asbestos, which had not been accounted for in the original budget. He emphasized that the decision to significantly expand the capacity of the facility was a deliberate one, and he defended the move to double the number of beds.

“This is the reality in this construction market, and I’ve talked about this a lot,” Carey said. “We do face cost pressures, and then, of course, on top of that, you encounter asbestos in a building, and I can tell you it’s no easy run.”

Key Features of the New Development

The new development includes several key components designed to improve mental health care in the region. These features include:

  • Additional inpatient capacity to support more patients
  • Specialist services for older adults, including a new neurobehavioural unit
  • A 24/7 mental health crisis centre to provide immediate care
  • The introduction of neurostimulation therapy as part of the treatment options

In addition to these facilities, the project also includes 10 open beds and a 20-bed secure mental health ward. These additions will contribute to a total of 40 additional beds across the mental health service at Fremantle Hospital.

Carey noted that the increase in bed numbers played a role in the overall cost of the project. A 2024 media release from the Department of Health had already indicated that the $65 million budget would cover the expansion of inpatient beds from 64 to 104.

Health Minister Meredith Hammat highlighted the importance of the new facility in providing better care for individuals with acute mental health needs. She stated that the centre would serve as a safe and supportive environment for patients and their families.

“The new facility will be a place where people with mental health crises can access the support they need without having to go to a traditional emergency department,” Hammat said. “This is good news for those individuals who will receive more appropriate care for their condition.”

She also pointed out that the new facility would help reduce the burden on emergency departments in the south metropolitan area. By offering specialized mental health care, the centre aims to provide a more efficient and effective response to mental health emergencies.
